Constitution of Ashaniyāh Shakur Nation


Preamble

We, the living beings of Ashaniyāh Shakur Nation, do establish this Constitution to restore the natural way of life aligned with the Great Mother & Father Creator and the sacred lineage of our people. We declare our birthright to live free, in harmony with natural law, under the divine authority of the Most High—embodying self-governance, protection, and the stewardship of future generations.

Article I: Name & Declaration of Sovereignty

  • This nation shall be known as Ashaniyāh Shakur Nation.
  • Ashaniyāh Shakur Nation is a sovereign, self-governing matrilineal nation.
  • We are not subject or under direct control of  foreign laws, jurisdictions, or governments.
  • All lands, resources, businesses, and legacies are held in sacred trust for the benefit of our Nation. 
  • Our sovereignty is backed by divine law, natural law, indigenous/aboriginal rights and ancestral birthright.
  • We do not recognize the authority of any man-made state, government, or statutory body over our internal spiritual, cultural, or biological matters.

Article II: Purpose & Mission

  • To honor, empower, and protect the womb as the source of life.
  • Recentering and rebalancing the sacred tribal family structure.
  • To preserve the Earth, honor the water, and ancestral ways, to  live in balance with creation.
  • To establish a sovereign, private, and self-sufficient society with roots of truth, nature, and spirit.
  • To revive aboriginal and ancestral traditions of sovereign birthing, homeschooling, and natural medicine.
  • To return our people to the natural, sovereign way of living.

Article III: Matrilineal Governance Structure

The governmental structure of the Ashaniyāh Shakur Nation is a sacred foundation, not as a system of dominance or hierarchy, but as a natural alignment with the original order of life. Here, matrilineal does not imply superiority of women over men, but rather the centering of the womb — the source of all creation — as the heart of the Nation. Just as all life emerges from the womb, so too does guidance flow from this sacred center.

This structure honors the divine feminine while upholding the essential role of the masculine, allowing a complete and balanced circle of life to exist. Authority is exercised not through control, but through wisdom, care, and collective harmony.

Ashaniyāh Shakur Nation is a matrilineal tribal nation, meaning inheritance, lineage, and national identity flow through the womb and are passed down from mother to child. Women and children form the heart and center of the Nation, as the womb is the source of all life and the foundation of our people.

Section 1: House of Shakur

The ruling bloodline / founding family

  • The maternal lineage carrying the name of the First Mother and her descendants.
  • The House of Shakur holds ancestral rights, land inheritance, royal bloodline titles, and spiritual leadership.

Section 2: First Mother & High Priestess

Head of the Mother Mirtha’s Spiritual Council

  • Spiritual and ceremonial leader
  • Can issue edicts, resolutions, and preside over councils

Section 3: Mother Mirtha’s Spiritual Council 

 Tribal Council 

  • Composed of the First Mother and appointed Mothers of sacred standing.
  • Serves as the spiritual, cultural, and domestic governing body of the nation.
  • Holds final authority over matters of land, birth, education, inheritance, rites, and family law.
  • Guides the nation according to divine law, ancestral wisdom, and natural order.
  • Oversees the health, wellbeing, and development of women, children, and family structures.
  • Presides over ceremonies, initiations, rites of passage, and sacred lawkeeping.
  • Maintains the Book of the Nation, including records, trusts, declarations, and lineage.
  • Leads herbal, birthing, and homemaking traditions that preserve feminine wisdom and tribal balance.

The Council of Mecca Alliance

In the spirit of sacred balance, the Nation maintains a formal and eternal alliance with an independent warrior tribal nation. The sacred bond between these two sovereign nations is embodied in the Council of Mecca — the living connection where feminine and masculine energies meet in divine union.

The Council of Mecca is the center point between the two tribes, a place of mutual decision-making, counsel, and ceremony. It exists to protect, provide, and strengthen the Nation, ensuring structure, safety, and harmony for all. It is here that matters of defense, provision, commerce, land stewardship, and intertribal relations are discussed and resolved.

Young Boys born/initiated into Ashaniyāh Shakur Nation, upon reaching the age of maturity as determined by the Tribal Council , shall undergo sacred rites of passage and be initiated into the warrior tribe through the Council of Mecca, honoring their duty as protectors, providers, and allies to the womb-line.

This alliance reflects the eternal truth that life is sustained through the harmony of feminine creation and masculine protection, ensuring the circle of life remains whole and unbroken for generations to come.

Section 4: The Council of Mecca

Sacred Alliance Council

The Council of Mecca stands as the sacred bridge between Ashaniyāh Shakur Nation and the allied warrior tribe, embodying the divine union of feminine creation and masculine protection. It is the center point of balance where both tribes join in counsel, ceremony, and responsibility.

The Council of Mecca shall:

  • Oversee the protection and defense of the Nation, its people, and its sacred lands.
  • Act in advisory alignment with the Council of Mothers, upholding matrilineal law and balance.
  • Represent the Nation in intertribal councils, trade agreements, alliances, and conflict resolution.
  • Serve as firekeepers, drummers, ceremonial dancers, and conduct rites of passage for boys as they mature into their roles as protectors.
  • Carry spiritual responsibilities, including those of medicine men, pipe carriers, and sun dancers, as affirmed by tradition.
  • Provide for the Nation through ancestral warrior Wisdom, hunting, fishing, construction, building and resource management, while honoring women as the keepers of food systems, medicine, and healing practices.

Article IV: Sacred Membership

Section 1: Who Belongs to the Nation

  • Natural-born Members

    ▪ Those born through the womb of a woman of Ashaniyāh Shakur Nation

     
  • Adopted Members by Rite

    ▪ Individuals spiritually adopted through vow, ceremony, or sacred agreement

    ▪ This includes elders, midwives, herbalists, or protectors who have been initiated and affirmed by the First Mother, Mothers Mirtha’s Spiritual Council and/or The Council of Mecca. 
  • All members  are spiritually bound to the laws and customs of Ashaniyāh Shakur Nation.

Article V: Sacred Rights of the People

All members of Ashaniyāh Shakur Nation, whether born or initiated, are endowed with the following sacred rights, as given by Divine Law, ancestral inheritance, and natural order:

  1. The Right to Sovereign Birth

    To be born free, without state interference, under the care and rites of the Nation’s mothers and midwives.
  2. The Right to Spiritual and Bodily Autonomy

    To honor and govern one’s own body, womb, spirit, and path in alignment with natural law and divine will.
  3. The Right to Family and Village Life

    To raise and protect children in sacred family structures of tribal unity, ancestral guidance, and communal support.
  4. The Right to Education by Truth

    To learn from elders, nature, and ancestral ways, free from coercive systems, and aligned with the soul’s purpose.
  5. The Right to Land and Stewardship

    To live upon, cultivate, and protect the land in sacred trust for future generations.
  6. The Right to Natural Medicine and Healing

    To access, prepare, and share herbal and energetic medicine passed down through the womblines and plant teachers.
  7. The Right to Gather and Worship Freely

    To practice spiritual traditions, ceremonies, and observances without infringement.
  8. The Right to Protection & Bear Arms

    To be shielded by any means from spiritual, physical, and foreign harm by the tribe’s warriors, guardians, and natural law.
  9. The Right to Create and Prosper

    To build, trade, invent, and share one’s gifts without interference, taxation, or external control.
  10. The Right to Sacred Death and Ancestral Return

    To pass in dignity, with the tribe’s honoring rites, and to be remembered and revered as an ancestor of the Nation.

Article VI: Law & Order

Law within Ashaniyāh Shakur Nation is aligned with divine justice, natural law, and ancestral tradition. Our governance is upheld not by coercion, but by spiritual alignment, sacred duty, and communal respect. The purpose of law is to maintain harmony, protect the sacred, and restore balance when harm is done.

1. Source of Law

 All law flows from the Great Mother and Father Creator, through the voice of the ancestors, and is interpreted and preserved by the Mother Mirtha’s Spiritual Council & The Council of Mecca.

 We recognize three levels of law:

  • Spiritual Law – dictated by divine order and the unseen realms
  • Natural Law – observed through the rhythms of Earth, creation, and life
  • Tribal Customary Law – born from the lived wisdom and traditions of our people

2. Restorative Justice

 Justice is not punitive but restorative.

 Conflict is resolved through:

  • Circle discussions
  • Elders’ mediation
  • Council review
  • Ceremony, reparation, and spiritual accountability

     Every being is given the opportunity to return to right standing, unless their actions create spiritual danger or harm that cannot be reconciled.

3. Sacred Violations

 Harm against women, children, elders, or sacred land is a spiritual crime.

 Such offenses are reviewed by the The Mother Mirtha’s Spiritual Council & The Council of Mecca and may result in:

  • Exile
  • Revocation of protection
  • Required reparations or healing rites
  • Divine consequence through spiritual protocol

4. Role of the The Council of Mecca in Enforcement

 Male guardians may be called upon to:

  • Enforce tribal boundaries
  • Protect members from internal or external harm
  • Secure ceremonies, sacred sites, and tribal property

    5. Oaths and Obligations

 All members and allies take a sacred vow to honor the laws of Ashaniyāh Shakur Nation.

 Disregard for the law is treated not only as a social breach but as spiritual disalignment, calling for healing, truth-speaking, or necessary separation.

Article VII — Economic Sovereignty

The Ashaniyāh Shakur Nation holds the divine right to create and govern its own economic systems, free from external interference. Our economy still aligns with ancestral values, sacred reciprocity, and modern sovereignty. We recognize the importance of natural wealth, sacred trade, and innovation in securing the future for our children and generations to come.

1. Lawful Wealth Standards

 We recognize gold and silver as divine and lawful forms of money, grounded in natural law and ancestral systems of value.

 We also acknowledge the use of digital currencies, precious metals, trade goods, and tribal barter systems as valid expressions of economic sovereignty. The Nation may issue its own community currencies, tokens, or credits as needed.

2. Sacred Entrepreneurship

 All tribal members hold the natural right to create and operate businesses or services aligned with their gifts, crafts, and callings.

 Entrepreneurship is encouraged as a path to family legacy, village empowerment, and economic freedom. Tribal enterprises should remain in harmony with the values of the Nation and must not exploit the people, land, or spirit.

3. Free Trade and Autonomy

 Our people are not subject to foreign taxation, licensing, or regulation.

 All trade, commerce, and offerings conducted within or on behalf of the Nation shall remain within the jurisdiction of tribal law. The Nation maintains the right to establish intertribal, international, and private trade agreements that align with our principles.

4. Family and Bloodline Trusts

 Each sacred family line may form its own Private Family Trust, held in stewardship for future generations. These trusts protect ancestral inheritance and ssets—land, homes, sacred knowledge, heirlooms, documents, and wealth—and ensure they are preserved and passed down securely.

5. Council-Guided Wealth & Matrilineal Inheritance

  Mother Mirtha’s Spiritual Council and The Council of Mecca have sacred responsibility over the direction and ethics of tribal wealth. They ensure that all economic practices serve the wellness of the Nation and align with ancestral law.

 However, inheritance, legacy, and family lineage pass through the maternal line, in honor of the womb as the source of life. Women carry the ancestral bloodline, and the wealth of a family is safeguarded through the mother’s name, care, and sacred stewardship.

6. Tribal Enterprises

 The Nation may form sovereign enterprises for the collective benefit of the people. 

These may include but are not limited to: 

  • Herbal farms, gardens  and apothecaries
  • Education and rites of passage centers
  • Birth and wellness sanctuaries
  • Artisan cooperatives
  • Sacred marketplaces and seasonal gatherings
  • Land-based programs for food, water, and housing sovereignty

7. Stewardship of Land

The Ashaniyāh Shakur Nation affirms its inherent right and responsibility to steward the lands, waters, and natural resources entrusted to our care. Stewardship does not mean ownership in the colonial sense, but the sacred duty of guardianship for present and future generations.

The Nation may designate sacred lands for ceremony, education, healing, gardening, farming, conservation, and cultural preservation. All such lands shall be tended in accordance with natural law and ancestral custom, ensuring harmony with the living earth.

No foreign entity, state, or corporation may claim higher authority over the lands under stewardship of the Nation, for they are protected by divine law, bloodline inheritance, and the natural right of Indigenous peoples to live in balance with creation.

8. Barter, Gift, and Trade

 We honor sacred exchange. Economic transactions may be conducted through:

  • Barter
  • Gifting
  • Service exchange
  • Trade agreements

     Commerce within the Nation must uphold trust, truth, and spiritual integrity. Greed, exploitation, and predatory debt-based systems are not in alignment with our way of life.

Article VIII — Tribal Records & Documents

Ashaniyāh Shakur Nation administers the following:

  • Records of Birth
  •  Tribal Live Birth Affidavits
  • Membership Certificates
  • Tribal Lineage Certificates 
  • Genealogy Certificates 
  • Tribal Identification Cards
  • Tribal Passports 
  • Declarations, Edicts, and Resolutions
  • Trust and Land Certificates
  • Private Business Registry
  • The Book of the Nation, sealed and maintained by the Councils

Article IX — Alliances & External Relations

  1. Domestic Dependent Nation Status

    Ashaniyāh Shakur Nation exists as a sovereign, faith-based, and matrilineal Tribal Nation, holding the status of a domestic dependent nation. While we are self-governing under divine and natural law, we acknowledge that, in external matters, we may interact with federal, state, and international entities for the protection, recognition, and benefit of our people.
  2. Representation & Relations

    The Council of Mecca & Mother Mirtha’s Spiritual Council serves as the Nation’s official body for all external diplomatic and governmental affairs. This includes but is not limited to:
    • Communicating with federal and state governments
    • Forming peaceful relations with other tribal nations and PMAs
    • Negotiating trade, security, and mutual recognition agreements
    • Representing the Nation in matters of external jurisdiction or legal interaction
  3. Oaths & Agreements

    All covenants, trade arrangements, and intertribal agreements must be entered into through sacred contract, with clear terms and spiritual alignment. These agreements shall be documented, sealed, and recorded in the Book of the Nation.

Article X — Amendments & Sacred Revisions

  1. This Constitution may be amended only by the unanimous decision of the Mother Mirtha’s Spiritual council.
  2. All revisions must honor divine alignment, spiritual integrity, and the evolution of the Nation.

Article XI — Ratification

This Constitution is hereby established, sealed, and ratified by the First Mother of Ashaniyāh Shakur Nation on this sacred day.
